Tenants water bill is "prorated". What I mean by this (and did not realize until 4 months later) is that there is one meter for a building, they prorate the bill by using the number of apts and the number of tenants in each unit. So if one person in an apt has a leak, or if they feel like doing laundry for an entire "sports team " every week, the rest in the building have to pay. At lease thats what it seems.
Simply ask questions . The complex is awesome, apts are nice.
