Apparently, the front desk person knows more about foster care paperwork than the state. Brought one of my foster children to be seen and was told the paperwork I had showing I could make medical decisions for them wasn't good enough. In fact, they asked for something stamped by a judge. Judges don't decide where a kid is placed they have DCBS do that. I explained all this and even got the social worker on the phone, but they wouldn't take anything, but something stamped by a judge.
