Hi Mmonaa , We personally do not package products ourselves. Everything comes sealed and pre-packaged from distributor. Although it may seem like the cartridge is not filled to the top, it is. The new c-cell cartridges have that illusion due to what they call "head space" most technologically-advanced carts available.
