He locked interest rate for homebuyer . Did not notify Realtor or Builder. And asked builder to pay for the additional locked interest rate. Said he had to so the homebuyer would qualify. Then he did not escrow on improved land and the homeowner is going to have a big increase in their house payment in about a year.
