I already had a mortgage in the low 3's and didn't need any cash out. The reason I hadn't tried to refinance at lower rates is that all the quotes I looked at had closing costs that would take 2 years to recover on the fees. Hector offered me by far the lowest closing costs that made refinance a smart decision, plus he got the deal processed efficiently.
