They need to evaluate adoptable pets to make sure they will fit in the home they are going to. Making sure the animal is healthy and spayed would be nice too. Our dog was underweight, horrible worms, and had a uterine condition that could have caused her many painful health problems if we hadn't had her spayed. We got rid of the worms with 1 treatment and she put on nearly 25lbs of fat and muscle over 2 months. There is no excuse for the condition she was in for being there 1.5-2 months (as they claimed).
