Two gentlemen came on Thursday to diagnose the problem and take pictures. The replacement faucet was installed the following Tuesday. The work was excellent. Not having a kitchen sink over the weekend wasn't great, but we made do with paper plates, leftovers, and take out. And we don't have water all over the kitchen floor.
The problem was quickly resolved, and the tech was happy to explain and demonstrate what the issue was. I was able to understand the problem, being an electronics technician, which is why He showed me what the problem was.

After describing the problem in my request I should have been told that because it was outside the foundation that electrical circuit was no covered.
