I was contacted by hundreds of companies to refinance. In order to give PennyMac a chance to compete I contacted them. They made a competitive offer initially. During the time between when I locked in my rate, and closing, I was contacted by a company who was offering the same rate but with a $3,600 incentive to qualifying buyers.(I qualified). PM charged 3k more in closing costs, and asked for 2,5k at closing from the buyer even though it's an IRRRL.
